Purpose of the RFP
The City of Sonora is soliciting proposals from qualified consulting firms to develop a Comprehensive Safety Action Plan (Action Plan) that meets the requirements of the U.S. Department of Transportation’s (USDOT) Safe Streets and Roads for All (SS4A) grant program. The Action Plan will identify the most significant roadway safety concerns within the City, establish a public commitment toward zero fatalities and serious injuries, and outline a prioritized set of strategies and projects for implementation.
Completion of a qualifying Action Plan is required before the City may apply for SS4A Implementation Grant funds in a future funding cycle. The City intends to submit an Implementation Grant application following adoption of the Action Plan.
SS4A Program Overview
The SS4A program provides federal funding to support local and regional initiatives aimed at eliminating roadway fatalities and serious injuries. The program uses a Safe System Approach as its guiding framework, which treats roadway safety as a shared responsibility among road designers, users, vehicles, and emergency response systems.
The development of this Action Plan will be financed by a combination of City funds and SS4A grant funds. The selected consultant must be familiar with USDOT SS4A requirements and the Safe System Approach and produce an Action Plan that positions the City competitively for future SS4A Implementation Grant funding.
